We have an issue where if one user edits a report on their terminal server it slows every one else’s session down dramatically.

Unfortunately there is no known issue to us. Is there any possibility to test the behavior with the recent version 20 of List & Label? Did you check what in detail slows down the network performance, e.g. while loading a module? Maybe a tool like ProcessMonitor or DependencyWalker can help to isolate the cause?
