Add the English VS help files always to the setup

We only use the English software version of Visual Studio.



With new LL version you also roll out a help file that should integrate into the appropriate Help viewer. But this only works if the language of the help file matches the language of visual studio. 



In my case I receive a German help file, and I have a English version, so I can’t add the help files. 



In all cases your support was so kind to send me the appropriate files:

 So I was bale to fix the problem. But it is nasty to contact your support for every new version of LL with a known problem. Also publishing the ENU files for download would be sufficient.
 

The LL25 subscription editions will come as dual language version, always containing US and German resources, as well as documentation.
