You can install this silent:

msiexec /i c:\RS28ReportServerSetup.msi /qn IACCEPTCOMBITLICENSETERMS=True INSTALLDIR="c:\Program Files\combit\combit Report Server"

The final configuration (SQL Server connection, license …) you have to do interactively in the browser.
